Source: use leatherworking pincers to convert the following material: Tanned Leather Fragment; purchase from goblinball trainers in the capitals, or use Vial of Retroform on the same component of a higher level.
You will also need Refined Twine for further crafting.
Use Retroform on it to receive Rawhide Leather Padding.
