Frost Charms add the following effects to melee abilities:
Cascade and Avalanche apply Cowardice to the enemy for 4 seconds, increasing the duration of control effects by 25%, but no more than once every 10 seconds.
Shady Strike applies the Sluggishness effect to the target for 2 seconds for each stack of the effect.
Steel Rose grants the Scout 1 stack of Cold Steel (stacks up to 10 times) for each affected target. Each stack of the effect increases the damage of the next Shady Strike by 1% for each level of the charms.
