Cascade and Avalanche now slow the enemy down for 2 seconds even without active charms. Using these abilities with Frost Charms will increase the duration by 1 seconds for each rank of the charms.
The duration of the slowing effect of Shady Strike under Frost Charms is increased by 100%.
Steel Rose used under Frost Charms grants the Scout a level of Cold Steel for each affected enemy. The effect lasts 10 seconds and stacks up to 10 times. Each stack increases the damage of the next Shady Strike by YY% for each level of the charms.
