Small holes along the edge of the scroll indicate that it was stapled to another paper. There must have been additional orders attached!
Continue your searches! I'm sure that cultists had more papers, they can lead us to understanding of what will happen to you in Tka-Rik's Cave.
Keep an eye on Cultist Assassins. They are the elite troops of cultists' army, eyes and ears of Hierarchs. I have no doubt they are aware of the expedition to Tka-Rik's Cave.
