Source: use leatherworking pincers to convert the following material: Nubuck Leather Fragment; purchase from goblinball trainers in the capitals, or use Vial of Retroform on the same component of a higher level.
You will also need Excellent Twine for further crafting.
Use Retroform on it to receive Shagreen Leather Remnant.
