Story
Let me take a good look at you, the "Imperial survivor"...
Hmm... What is it, then? What makes you unique? Yes, unique. You are the first Imperial who used the teleporter and survived. Now we need to understand how it happened. They are going to announce that our Rescue Project has been a success. But honestly, we are still far away from success. You and I might be able to figure this out.
The most probable explanation is that the portal went off because it was near you for a fairly long time. It became attuned to you! We need to confirm this hypothesis or prove it wrong.
Here is a magical artifact. It's a copy of the teleporter that pulled you out of the Astral. Carry the teleporter with you, it needs time to attune itself to you. Shouldn't take long!
For starters, go to the slums where the giant termites live. You can find a lot of them in the Old Square. After you kill four termites, try to activate the teleporter and come right back here. I hope it works... I'll be looking forward to your return.

In progress
If I'm right and extensive adjustments are needed in order to make use of the teleportation device, the entire project may be in trouble...
I hope we don't lose our financing!
Completion
That took you a while! I was expecting you to materialize out of thin air, and here you are walking back! The teleporter didn't work?
