Go to Al Rihat Ruins to the Patriarch's Residence and find the Great Mage Zayan to get to the Great Ball.
He'll instruct you what to do.
Talk to Voisvet Belov when you arrive. Aidenus wants you to help him solve our common issues. I think we'll have to persuade the wavering Houses that the League is good for them.
