Introduction
Well, I've finally managed to plow my way through this pompous Elven verbosity.
It's the usual good news, bad news scenario. The bad news is that the League is involved in this conspiracy against the Empire, and their poison has done its work. They have a plan to sabotage our entire culture! Just listen to what this Elven bastard says:
"... a totalitarian society like the Empire does not require a massive conspiracy involving the bribing of officials and the like. The hunger for information is so great that the citizens of the Empire are prepared to deceive themselves and betray their ideals just to satisfy it. Elven porn magazines make the Orcs forget about their wars, Zem scientists do not care where the data for their research comes from, and the Xadaganian women will sell their mother for a new dress pattern..." Can you believe this?!
The good news pales in comparison. It turns out we were wrong about the Sentinels - they are not involved in this conspiracy any more than the rest of us.
What's really interesting is the bit about the Staff! The dead Elf you got these papers from was upset about the upcoming operation! He says it's "neither the time nor the place". He said "this whole undertaking with the staff and the XAES may interfere with his cultural mission." It's a pity they didn't listen to him...
Well, we have other problems now. There's a national emergency. Yes, another one! The Xadaganian Astral Energy Station has been captured. My head is spinning. An emergency Council meeting has been formed at the base near the Boiler Camp. Go there, find the Council representative Ilya Chernavin, and tell him everything you know.

Completion
Yes?! Just don't tell me something else has happened! Hmm... So, the XAES being captured is related to the theft of Nezeb's Staff? But how?
Well, at the moment we need to leave this information for later and get to the job at hand.
